[Meta] Path to rc1 for AI module

Problem/Motivation

Due to the inclusion of AI in Starshot we need a process to rc1 by Singapore and then release. This a meta issue to keep track of all the other meta issues.

Note: AI Evaluations will not be included in Drupal CMS but will instead enable the testing of its features. Therefore it doesn't need to get to rc1 just beta1.
