Make placeholder text translatable and assess for accessibility

Problem/Motivation

Placeholders are generally considered to be an accessibility problem:

but in this specific use case, are they? Should the filter element actually be hidden from screen readers? Or given an accessible label, and placeholder text kept or removed?
