I've tried adding mass_contact, where you actually create messages to send to users to the Navigation menu (I'm using the Administration Menu module) but I can't make it show up. It's there in the menu at /admin/build/menu-customize/navigation, it's enabled, all the permissions are correct for the module, but it doesn't show up.

Make sure you have the correct menu item enabled. By default, it is listed in the Navigation group of menu items as "Mass Contact (disabled)", and it is NOT the one in the "Create content" sub-group. When you enable it, it will show up in the Navigation block.

There is also an access control permission called "send mass contact e-mails" that needs to be enabled in order to access the form.
