Core no longer has the associated bug, so let's update the phpstan config:

   Ignored error pattern #FormStateInterface::setErrorByName\(\) expects  
     string# was not matched in reported errors.

#3338439: [meta] Correct PHPdoc data types where `string` is specified but a `\Stringable` (or specifically a `\MarkupInterface`) is accepted.
