The test used to pass at core 10.2.8-dev. The last run was on 20th June

Gitlab templates recently updated to 10.3 for 'CURRENT'. The first run with 10.3.1-dev was on 24th June and it failed.

The edit page for terms is slightly different. In 10.2 there was a details fieldset, but in 10.3 it is a vertical tab.

That change in form could be due to #3047110: Enable Content Moderation integration for taxonomy terms or may be something else.

Testing the core version with version_compare(\Drupal::VERSION, '10.3', '>=') to do the extra click for taxonomy term works and it a simple-enough fix.
