Large Header X-Acquia-Purge-Tags taxonomy term get page 500

Steps to reproduce

If parent terms have more then 1000 of child terms then the page get unresponsive and 500

On Acquia Cloud, the soft limit is 60 individual headers and/or a combined total of 23kb of header data. Requests which exceed the soft limit may serve 503 status codes from Varnish and 200 from the Apache backend.

Why its application issue, our headers consists of entities (term - parents and child, node - if any and user), views, site studio configuration and site configuration. All of them important and should have as part of the header.
In our situation total cache tags array items around 4k, can you suggest where is actually gap as all cache tags are important we do not want to remove it.
