No more details I can provide about this issue, I have upgraded drupal 9.5 to drupal 10.2.2, not sure does drupal 10 has this problem already exists. not able to find when this is occuring, it will happen not in an exact time intervals, may be after 1 days, 2 days like that.
This was originally reported in #3057399: Add user_requirements to check for missing anonymous user where the problem was reported after an update from 8.6.x to 8.7.2. The solution there was to add a requirements check that the anonymous user exists. If not, a message is displayed pointed to instructions on how to restore the anonymous user.
Therefore, I think this can be closed now. I am choosing as a duplicate.
