Description: 

CLI tools that call into Drupal's code will now exit with a status of 1 (failure) instead of 0 (success) when a fatal error is raised.

CLI tools that replace Drupal's default error handler are unaffected.

This allows scripts to correctly determine whether such a CLI command has succeeded.
