Have you validated it against - http://www.sidar.org/hera/

This is as close as I've been able to find to an accessible theme, but still haven't found one that validates for WCAG.

In testing your theme with http://wave.webaim.org/ there were two empty heading errors:

Heading 2ERROR: Empty heading

This is pretty easy to clean up in the page.tpl.php file. There are other themes which have done better with the wave test.
