Is it possible to create a separate taxonomy for each group on a site that is managed by the group creator? If not, it would be a nice feature to add, something similar to og_forum.

I do not really see how you would like to see this work. Could you elaborate a bit ? Taxonomy as used by Classified Ads defines category names and expiration dates for Classified Ad nodes. OG allows you to restrict access to the nodes, and if you want to restrict access to the taxonomy instead of the node, you could already use one of the taxonomy permissions modules.

Do you have a need neither of these would serve ?
