Follow the new declare(strict_types=1) coding standard

#3303206: Define a standard for adding declare(strict_types=1) added a standard for adding declare(strict_types=1); to PHP files, which is violated by roughly half (4/9) of our declarations – seems we were pretty random in their formatting.
