Pager link attributes being stripped.

Steps to reproduce

Review the pager links, classes added through other hooks are being stripped, and hardcoded with classes in the pager.html.twig template.

Proposed resolution

Update the code in the pager preprocess and template to include existing attributes and add new uswds specific link attributes in the preprocess.
