Revamp the 9.1.x branch for Varbase Profile to work with Drupal ~10 for a smoother upgrade process and drop support for Drupal ~9

• The 9.0.x branch works well with Drupal ~9
• Number of modules were deprecated in Drupal ~10
• The Drupal 10 core has other more needed patches
• In some cases modules have custom config, code, logic for Drupal ~10, which differ from Drupal ~9

Proposed resolution

• Revamp the 9.1.x branch with latest changes from the 9.0.x branch.
• Change drupal/core to ~10 in the .info.yml and composer.json files in the 9.1.x branch
• Change drupal/core to ~9 in the .info.yml and composer.json files in the 9.0.x branch
• Change drupal/core to ~10 in the .info.yml and composer.json files in the 10.0.x branch to allow for a smooth update to latest stable Drupal 10 versions
• Drop support for Drupal ~9 on the 9.1.x branch
• Remove outdated and deprecated code for Drupal 9
