I deleted the last two projects as their repositories were empty.
I cannot delete the other two projects because a commit has been done for both those projects. (The form to edit projects does not shown me the Delete button.)

Maybe escalate to infra? Because those commits (one per repo) are ... not at all meaningful?

TL;DR: Placeholder projects is eligible for a transfer of ownership if someone needs the namespace they occupy. I see no need to escalate this to Infrastructure.
