Problem/Motivation

When wanting to load merge in terms of a vocabulary with many terms (more than 60,000 terms), it takes too long to load in admin/structure/taxonomy/manage/{taxonomy_vocabulary}/merge and on platforms where memory cannot be increased such as pantheon, gives memory allocation error

Steps to reproduce

1. Have a vocabulary with more than 60,000 terms
2. Go to admin/structure/taxonomy/manage/{taxonomy_vocabulary}/merge

Proposed resolution

That there be a paginator and vulk operation so as not to load all the terms at the same time.

Works for my use case. Definitely could add a setting to control actual number instead of capping it at 500/page, but I think this is adequate.

You might be interesed by the solution offered in #3311345: Use checkbox and radio instead of Select, Provide better user experience (with a search box and "Display all terms" option) or also #3097494: Offer an autocomplete version.

Thanks for working on this.

After adding this patch, the form to select the target term to merge into also shows pagination and the select box doesn't show all values.

Edit: maybe this is by design as the target term can also be selected after using the pagination.

A different issue but autocomplete would probably be better to select the target term, especially with large vocabularies.
