Problem/Motivation

Child of #3265677: [meta] Release Drupal 11 in 2024. Set and implement the 11.0.0-alpha1 requirements.

Proposed resolution

  1. PHP: Require PHP 8.3. #3330874: [11.x] [policy] Require PHP 8.3 for Drupal 11
  2. Symfony: Require Symfony 7.0. #3394694: [Meta] Symfony 7 compatibility
  3. Other requirements are defined in child issues of #3214954: [11.x] [meta] Set Drupal 11 platform and browser requirements at least six months before the release
  4. Database drivers: Update hook_requirements() for the various database drivers and then will remove gitlab jobs for any newly-unsupported database drivers.
  5. Update INSTALL.txt #3421175: Update INSTALL.txt and hook_requirements() etc. with remaining Drupal 11 platform requirements
  6. Update COPYRIGHT.txt #3412422: Use 'present' for end year in COPYRIGHT.txt
  7. 11.0.0-alpha1 release notes.#3409185: 11.0.0-alpha1 release notes
