Description:
\Drupal\Core\Session\PermissionsHashGenerator used to take two cache backends (one persistent, one static) and EntityTypeManagerInterface as dependencies, it now relies on only a single static cache and AccessPolicyProcessorInterface instead.
Providing it with the old arguments will lead to it using only the static cache and getting the access policy processor from the container instead.
