Can you confirm you are following https://www.drupal.org/docs/upgrading-drupal/upgrading-from-drupal-8-or-... ?

For example, “drupal/geocoder 3.35.0 requires drupal/core ^8.8 || ^9” is quite clear.

To be clear, https://www.drupal.org/project/drupal/issues/3397777 is probably an issue for this site, but also drupal/geocoder 3.35.0 is not compatible with Drupal 10.

While geocoder 3.x is not compatible, the blog post I linked solves that and drush in the same go. It's probably not applicable for everyone but it is definitely worth a try.
