Hello!

I'm trying to submit a bugfix to https://git.drupalcode.org/project/consent_popup however I cannot fork the repo. How would I go about proposing a single-line bugfix, and contributing a pull request, to this module repo?

I am not familiar with the error message you cite. You should be able to create a merge request without restrictions. However, I have given you the 'confirmed' role. Please try again and report back here.

Hopefully, the instructions in the duplicate issue will help the OP sort this out. I'll keep this open until the OP reports back here.

Cool, thanks! The provided link (here again: https://www.drupal.org/docs/develop/git/using-gitlab-to-contribute-to-dr... ) describes how to create pull requests. You don't need to fork on gitlab. Let's close this issue as done/duplicate.
