Problem/Motivation

On #3252921: Add members to and remove members from the Technical Working Group four people volunteered to be on the coding standards committee, but weren't added in the original MR to add people to the TWG. This was because the initial MR was to add some core committers to the (nearly empty) committee, who then, once there were people on it, could then add other people.

My personal opinion: Let's not get the (very welcomed) burst of activity on the coding standards front, being killed-by-admin and unless somebody objects to this: Do it in one go as propesed here.

My understanding of the governance is that the TWG can itself decide how it delegates coding standards governance. "The coding standards committee" is not a defined governance body in the TWG charter or elsewhere. There is historic precedent with the coding standards team being different from the TWG, but managed by the TWG. I think practically the TWG should be able to appoint maintainers of the coding_standards project which is how the governance team of the standards is defined.

In other words, I think this should be moved to the coding_standards project and settled by the TWG itself, rather than the higher level governance project :)

The current committee members, myself, catch, larowlan and longwave discussed this and agree to adding the new members.

We also agreed to add the list of members to the project page. I have just done so.
