Problem/Motivation

The simplenews_rules sub-module is still from D7 and no one seems especially interested in fixing it. The code comes up in searches, coding standards etc, causing distraction for developers.

Proposed resolution

Remove the module. Anyone who wants to port it to D8+ can easily find the deleted code in git.
