The administrative label introduced into core layouts is not present

Problem/Motivation

Bootstrap layouts have default admin labels that cannot be edited to something more meaningful than Section 1 etc.

Steps to reproduce

Create or edit any section with a bootstrap layout. The editing panel does not include an admin label.

Proposed resolution

Shane the BootstrapLayoutsBase class to ensure methods use the parent as appropriate (the parent has the admin label field.

I am attaching a patch tested on vr 5.2 of Bootstrap Paragraphs and Drupal 9.4.14.
