Problem/Motivation

There is no way to get the entities that were referenced for the mail in hook_mail_alter.

Proposed resolution

Add comment ID (cid) to the message parameters array so be able to load the referenced comment.

This looks good. Before merging, a small automated test confirming that the comment ID is available in the mail parameters is needed.
