When a textformat has no text-editor configured ckeditor crashes

Problem/Motivation

When you have a text format where you don't want a toolbar and you configure the text-editor field to be none, it gives errors when you load a page with that format active.
Cause is that $editor->getSettings()['toolbar']['items'] is empty or doesn't exist.

Proposed resolution

Check whether toolbar items are set or not empty.
