Hi, 

While working on the custom theme development it is important to select the right base. As there are quite a few of theme base themes available to choose from am not sure which one to choose. I have come across two base themes: Bootstrap(3/5) and Stable 9, and am not sure which one will be the right choice for me as both Bootstrap(3/5) and Stable 9 have their own pros and cons.

Please feel free to share your experiences and recommendations. What factors do you consider when selecting a base theme? Are there any specific base themes you've had success with in your custom theme development projects?

Choose Stable / Stable 9 as a base theme when You want the theme to begin with minimal markup and styling and you need assurance that your theme is not changed in any way by a Drupal update.
Choose bootstrap as a base theme when If you want to obtain a beautiful and easy-to-use website but don't have time to handle the coding associated with front-end development. bootstrap theme helps to create responsive website.
