At /admin/appearance > Administration theme

Control which roles can "View the administration theme" on the Permissions page.

Change the Permissions page link

from: /admin/people/permissions
to: /admin/people/permissions#module-system

... so that the 'View the administration theme' permission can be found quicker/easier.
