Layout Builder sections can now be reordered

New functionality has been added to allow for Sections in Layout Builder to be reordered. Previously the section would need to be recreated in it's new place.

A new "Reorder sections" button has been added to the tasks at the top of the Layout Builder edit form when editing a Layout.

Clicking this new button will open the offcanvas with all sections, where they can be reordered with the keyboard, setting the weights or by dragging and dropping.
