Prior to #3357741: Make config enforcement during cache-rebuild optional we did not have any settings for Config Enforce itself. As a result, it's essentially hidden in the "Configuration > Development" menu, rather than accessible via the tabs on the Enforced configs page.
Re-work the routing, etc.

star-szrMR is ready for review/testing, and attaching a screenshot.
I renamed the existing Config Enforce Devel settings tab from Settings to Enforcement settings. The page title when on the CED settings page is Config Enforce Devel settings but this seemed way too long, and Devel settings didn't seem right either, seeming to refer instead to the Devel module.
