The following error appears when running functional tests on sites that use tac_lite: SchemaIncompleteException: No schema for tac_lite.settings

Proposed resolution

Add a schema file.

A corresponding fix from another module is #2952727: Test failure: SchemaIncompleteException: "No schema for breezy.settings".

This minimal file is enough so that tests will run. It is incomplete as a schema for tac_lite.

I applied the patch locally, but I'm still getting errors from the schema:
Schema errors for tac_lite.settings with the following errors: tac_lite.settings:tac_lite_categories.VOCABULARYNAME missing schema, tac_lite.settings:tac_lite_storage_type missing schema.

When I save the scheme configuration it then gives this error:
