As discussed on the drupal-devel mailing list, it may increase the usability of the permissions page if table headings were allowed to wrap.
Here's a patch for people to try out to see if this is indeed the case.
As an added bonus it also makes drupal.css slightly more lightweight which should make a lot of people happy :)

pfaocle+1 for me. Its a cleaner default setting, and can be over-ridden on a per-theme basis. Tested here on HEAD, too.
