Encountered this during a fresh install.

The default scope 'contacts' has now been sunset - please see https://developers.hubspot.com/changelog/upcoming-contacts-scope-sunset

I was able to workaround this by updating the scope (admin/config/services/hubspot) with the following values:
crm.objects.contacts.write forms oauth
