The user account can be activated or Unblocked by administrator user only.
This due to a user who logs in on drupal.org or any sub-site needs to have JavaScript enabled, or the account is automatically blocked because it cannot be verified.

the user account this issue is about is this one: Shreeshanthi Achar (no hyphen). It is no longer blocked, and it is also confirmed (still no content).
The account where you see the green flag under their avatar is was just a temporary account, created for the purpose of getting the other one unblocked. It does not need the 'confirmed' role. Reverting status.
