Problem/Motivation

I'm seeing errors on a summary page, due to various 'webform conditionals' code expecting to find data for that page in 'topological order' and 'visibility map' structures.

Steps to reproduce

Unsure. The form is complicated, and was not created by me. It has many conditionals, and a summary page at the end.

Proposed resolution

Refer to patch.
