A user who logs in on drupal.org or any sub-site needs to have JavaScript enabled, or the account is automatically blocked because it cannot be verified.

He has Javascript enabled and was blocked after his first contribution.
Can the account get unblocked?

Once an account is blocked, only the administrator user can unblock it.

The account has been automated blocked due to spam prevention not loading. I unblocked the account.

JavaScript must be enabled. If there are browser extensions that block the loaded JavaScript files, these must be set not to block the JavaScript files loaded from drupal.org.
