The function theme_get_registry() is deprecated without replacement.

Use theme.registry service's methods get() or getRuntime() instead.

Before After 
$hooks = theme_get_registry();

$hooks = \Drupal::service('theme.registry')->get();

$hooks = theme_get_registry(FALSE);

$hooks = \Drupal::service('theme.registry')->getRuntime();
