Description: 

Building the list of parent term IDs has been refactored into a protected method, TermForm::getParentIds(), in order to allow third-party to extend \Drupal\taxonomy\TermForm and provide a different way to compute the parent IDs.

This would benefit some contrib modules, such as rdf_entity, which are overriding the taxonomy term entity type, allowing string TIDs
