Problem/Motivation

Delete configuration form performing without selecting any option from the vocabulary field.

Steps to reproduce

1) Navigate to the (structure -> taxonomy delete)
2) Do not select any value in the vocabulary field
3) Submit the form
The form was successfully submitted.

Testing of patch #2

The patch works as intended, when the user now tries to submit the form, the error message "Vocabularies field is required." is shown.

Please, create a MR so we can merge this code into 8.x-1.x branch.

It was done in https://www.drupal.org/project/taxonomy_delete/issues/3399437 issue because we updated the whole form and callbacks. Added #required to the field.

Closed the MR because it was empty.
