The issue is that when a new user or an anonymous user adds a product to the cart for the first time, the shipping information is not displayed in the cart.
As a result, the user may proceed to checkout without having to pay for shipping fees.
The shipping information can only be viewed when the user proceeds to the Order Information and Order Summary page, and returns to the cart again.
Is there a way maybe to show the button after user enter sipping information? Example on the Summary section of the checkout progress.
Or may be a way to modify the flow so that the shipping informations are required?

marijan gudeljPayment request button calculates the fees based on the shipping adress and your setup. It will not update the cart iself.

marijan gudeljThey get the shipping address from google pay/apple pay or link. That is why this is an express checkout payment gateway
