I added a small MR to update all references to `stable` to `stable9`. Tests all passed so moving this issue to RTBC.

Looks like a few more failures here. Maybe they are related to https://www.drupal.org/project/config_pages/issues/3333888 and would pass with that patch applied. I know that I couldn't load a config page edit screen, at least, without that patch applied.

This was fixed. Tests now use 'stark' theme which exists in D10/D11. Please verify if the issue still exists with the current version and close if resolved.
