• May 22: update CKEditor 5 to the planned 37.2.0/38.0.0 release. This release will fix the majority of one of the most upgrade-from-CKE4-to-5 blocking problems: #3326261: [Style] Add tests for inability to apply styles to <div>, <ul>, <ol>, <table> etc. in CKEditor 5 — and <a> allows applying it to all elements. Discussed with release manager @catch in Drupal Slack, he +1'd.

• Must have: #3318549: Rename Custom Block terminology in the admin UI because it changes an existing 10.1 only update hook and would require us to have two BC layers for the same thing (moving the block library URI twice in two subsequent releases)

• Should have: #2317981: Move block content edit and delete routes under admin/content/block to improve IA for editors and fix breadcrumbs because it makes the other block content routing changes consistent
• #3358524: Users cannot log in if Password Compatibility module is not enabled
