actions.module does not actually provide the functionality for actions; these are part of a core subsystem. It is just a user interface to allow the user to configure actions.
Therefore, starting with Drupal 10.1.0, the module will be labeled as the "Actions UI module" for clarity.
The functionality, code, and machine names associated with the module are unchanged.
