Head tests are failing with PHP 8.1 and PHP 8.2, file_entity is required by many other modules notably media 7.x-2.x and 7.x-3.x/4.x and others.

Triggering PHP 8.2 tests on file_entity 7.x-3.x

7.x-3.x appears to be already passing PHP 8.1 testing, looks like just PHP 8.2 needs review/work

maybe we need to cherry-pick or merge some related PHP 8.1 commits from 7.x-3.x into 7.x-2.x
