Steps to reproduce

Install drupal/core-recommended 10.0.0-rc3
Configure with standard install profile
Install drupal/tome 1.8
Install drupal-tome/tome_drush dev-master
Run drush en tome_static -y
Run drush tome:static

Proposed resolution

Update Tome to be compatible with latest version of Drupal 10/Symphony.
