I could not reproduce both issues mentioned in the description

  1. Warning: Undefined array key "" in eu_cookie_compliance_build_data() (line 399 of eu_cookie_compliance.module)
  2. In addition to this the settings page at: /admin/config/system/eu-cookie-compliance/settings does not save (clicking the save configuration button does nothing)

I am using Drupal 9 and not getting any warning messages also save configuration is working correctly it is saving the values.

Could you please mention the steps to reproduce?

I am unable to replicate the issue too with Drupal 10 as well.

Any replication steps would be appreciated.

If that can help, I reproduce the Warning: Undefined array key "" in eu_cookie_compliance_build_data() (line 399 of eu_cookie_compliance.module) issue by not filling the popup_info_template key in my eu_cookie_compliance.settings.yml file.
