The Permissions-Policy: interest-cohort=() header was removed, since it usage is no longer supported by Google. Drupal 7 added headers to block FLoC in #3209976: Add Permissions-Policy header to block Google FLoC (D7).
If you wish to preserve the header for any reason (for example to integrate with - or block - Topics API), there's a module for that. You may wish to evaluate one or more of:
If you added $conf['block_interest_cohort'] to settings.php that should be removed as it will no longer do anything.
