Am not able to reproduce this bug as it is working fine on my local after Installing the same theme.
Css is loading for this class now "icon-bar"

Hello,

Checked this issue in version 9.1.x-dev but I'm not able to replicate this issue it's working fine mobile view in the hamburger icon is visible.
