Problem/Motivation

Right now default the default configs can not be translated because the charts module doesn't implement a config translation mapper plugin.

Steps to reproduce

On a multilingual website, navigate to /admin/config/regional/config-translation and you will notice that the "Charts settings" is not among the list of translatable configs.

Proposed resolution

Implement a config translation mapper plugin for default config by adding a charts.config_translation.yml file.

Submit a patch or merge request.

User interface changes

A form UI to translate the charts settings would be available.
