Add Readme to project

Problem/Motivation

As per D.O's Security advisory coverage application checklist, projects seeking Security Advisory coverage

should provide a README-file in the package. This file should contain a basic overview of what the module does and how someone may use it.

Of course, this should just be useful to people anyway, regardless of Security Advisory status, so should be done asap, even if simple in the first instance.
