In #3240144: Ireland VAT updates we extended the Second Reduced VAT Rate in Ireland until 2022-08-31.
Which means that in Commerce that rate is currently not (by default) available any more, since we're past that date.
For (at least some) electronic publications however, this rate currently should still apply

Proposed solution
Don't put an end date on (effectively remove the current end date from) the Second Reduced VAT Rate in Ireland.

jsacksick commentedAccording to https://www2.deloitte.com/ie/en/pages/tax/articles/summary-of-irish-vat-..., the reduced rate is planned to be in force until 28 February 2023, so we better just extend the end date.
