When a module is first enabled there may not be any entity types defined by default. Visting admin/scheduler currently produces a warning
No entity types returned by %module module for use in %plugin_label

This does not need to be a visible warning message. Instead we can add a collection label item to the drop-down menu (which was not done before) and add text to show there are no entity types.
